Kapil Mohan, IAS

Kapil Mohan is presently working as Chairman, Karnataka Appellate Tribunal (KAT), Government of Karnataka. Earlier, he was Principal Secretary, Water Resource Department, Government of Karnataka. He has served as Managing Director, Krishna Jala Bhagya Nigam Limited, Government of Karnataka, Deputy Director General, Bureau of Energy Efficiency, New Delhi. He looks after policies in Distribution segment of Power Sector and implements two major schemes, Rajiv Gandhi Grameen Vidyutikaran Yojana and APDRP “Accelerated Power Development and Reforms Programme”,

Previously, he was at Woodrow Wilson School of Public and International Affairs, Princeton University USA as McNamara Fellow focusing on energy and climate change linkages and public policy challenges faced by the international governments. He has also worked with Union Minister of State for Shipping, Road Transport and Highways, Government of India and has served Government of Karnataka as Additional Commissioner of Bangalore City Corporation, Deputy Commissioner of Districts of Dharwad and Dakshina Kannada and Chief Executive Officer of Gulbarga district.

Mr. Kapil prepared the state budget for three years where he oversaw the planning and implementation of governmental programmes as the Head of governmental administration.

He is interested in incorporating environmental concerns in project design and implementation strategies and policy making. He has won the international St Andrews prize for environment in 2001. The MITSPURS program has awarded his paper the second prize in “Hidden Successes” an International competition on India’s urbanization recently.

Kapil is a management graduate with work experience in public finance, project management and supervision of project and programmes.
