Mr Kumar is presently working as Establishment Officer and Additional Secretary at the Ministry of Personnel, Government of India. Previously, he has worked as Joint Secretary, Ministry of Finance and also held various senior positions in Government of India and Jharkhand. He worked as Director of Industries, Government of Bihar and had been Special Secretary to the State Government where he was responsible for policy and implementation of various programs in districts of South Bihar. These departments included Environment and Forests, Urban Development, Industry, Health and Drinking Water. From 1996 to 1999, Rajeev was Managing Director of Ranchi-Jamshedpur Industrial Area Development Authority where he was involved with new industries, industrial estates, allotment of land to industries, registration and diversification and single-window facilities for finance, government, clearance and taxation.
He has also served as Deputy Commissioner in Ranchi and was responsible for the implementation of social sector programs in rural development, watersheds, literacy, health and poverty alleviation. Mr. Kumar was also Undersecretary at the Ministry of Environment and Forests for the Government of India and was involved with national programs for wasteland development, afforestation, regeneration of degraded forests and community lands development. He served on a national committee on forestry evaluation and developed guidelines on integrated land use and watersheds.
He holds bachelor’s degrees in Physics, Chemistry, Botany and Law from the University of Delhi and did an MBA. He also authored the book ‘Land Management: Scarcity to Surplus’.
