Mr. Dash had worked in the PMO office as Joint Secretary. He had also been the Finance Member of Bangalore Development Authority, Bangalore, Sandeep belongs to the 1990 batch of the Indian Civil Accounts Service (ICAS). He has extensive exposure to urban and peri-urban issues, including funding and management of large-scale Infrastructure projects such as formation of housing layouts, provision of civic services like piped water supply and Under Ground Drainage, electrification, management of the urban space and interaction with civic groups. Apart from the six lane Outer Ring Road project, he has been closely associated with many housing projects which involved acquisition of vast tracts of urbanisable land and consequent handling of settling the dispossessed. As the project co-ordinator for the Metropolitan Spatial Data Initiative (MSDI) project under the Indo-French collaboration, he has been instrumental for the Master Plan of the city including protection of water bodies, valleys, natural habitats as well as green space in the Bangalore metropolitan region.
His special interests lie in areas of conservation of lung space, water and its harvesting, management of solid waste, recycling of waste water through STPs and optimal utilization of natural energy. With a background of Economics and post graduate diploma in Personnel Management as well as a degree in Law, he has a sound understanding of the socio-economic and human issues. Presently, he is pursuing a Doctorate in urban management from the Sorbonne University, Paris. He would like to work on areas of conservation of water and water bodies.
